Serbia - Main intervention lines

Based on our analysis of constraints and opportunities PERFORM identified three main lines of intervention in Serbia for 2016.


Main intervention line 1: Rules and regulations at national level to promote collaboration, accountability, relevance and quality

This intervention line is supported by a cluster of opportunities:

  • Alignment of national legislation with EU acquis, which includes the sector of Higher Education, Science and Research.
  • The new legislation developed by the Ministry of Education, Science and Technological Development (MoESTD) – Science Law and Law for Higher Education along with the commitment by MoESTD to implement the Laws aiming at a more relevant science and research community.
  • A community of social science researchers, junior and senior, who are committed to support a process of change, from a broad perspective of the wider social science community



PERFORM will support interventions that

  • Aim at the development and adjustment of rules and regulations that will contribute to enhancing the quality, relevance and accountability of research
  • Explore how social science research institutions and researchers can diversify successfully their sources of funding, and design and undertake pilot measures to that regard.



Main intervention line 2: Platforms and mechanisms that facilitate dialogue and interaction between social science, the policy arena, civil society and the private sector

This intervention line is supported by a cluster of opportunities

  • New Strategy for Regulatory Reform and Advancement of the Management System of Public Policies 2015-2020 in place; it aims at linking better policy planning, budgeting and decision-making
  • Law on the Planning System; Bylaw on the methodology for managing public policies
  • The alignment of national legislation with EU acquis that has started already.
  • Increasing awareness among policy makers for the value and need of evidence in policy drafting



PERFORM will support interventions that

  • Pilot and support the development of better linkages between social science research and policy making. The main objective of such initiatives is to contribute to systemic changes that will improve the collaboration between social science research and policy making.
  • Explore opportunities for better linkages between social science research and civil society organisations and pilot such measures



Main intervention line 3: Measures that will contribute to better communication and exchange within the social science community

This intervention line is supported by a cluster of opportunities:

  • Younger generation researchers, many of them have studied abroad, are aware of the importance of networking and knowledge sharing and value it.
  • Technologies and methods for scholarly communication have significantly advanced over recent years.



PERFORM will support interventions that

  • Explore opportunities for developing new and strengthening existing organizational structures in the social science research community
  • Pilot networking within the community, aiming at better knowledge sharing, strengthened voice and capture of opportunities for social science research to contribute to reform processes
